A card qualifies when today's price is within 3% of its all-time low, its high was at least double its low, and it is worth $5 or more. Singles only.
Sometimes. A card can be cheap because a reprint flooded supply (it may stay cheap), because it rotated out of competitive play (demand is gone), or because interest simply moved on (it can come back). The list ranks by how high the card once was; the card page shows whether the fall has flattened out, which is the first thing to check.
